I. Background on ACTED

ACTED was created in 1993 to support populations affected by the conflict in Afghanistan. Based in Paris, France, ACTED now operates in 27 countries worldwide, with over 180 international and 3000 national staff. ACTED began work in Iraq in 2003. ACTED has one base in southern Iraq in Kut and in 2007 opened a base in Erbil to better respond to IDP needs in the Kurdistan region. ACTED originally focused on improving the health, water and sanitation conditions of vulnerable populations in southern Iraq, but the deteriorating security situation and drastic increase in the number of displaced people have resulted in a new focus on meeting IDP and host community needs, based on the experience in IDP camps in Lebanon. Today, the ACTED Iraq team includes around 100 people who implement multi-sector emergency relief projects including WATSAN activities, gender based violence awareness, health promotion, economic rehabilitation, food security, and distribution of basic relief commodities.
III. Position Profile
Under the authority of the Country Director, the Project Manager is responsible for the implementation and management of a specific project in coordination with the ACTED country strategy. Responsibilities: - Management of a local and expatriate staff team; - Supervision of the food security programs in the bases in Northern and Southern Iraq; - Ensure programs are implemented in compliance with ACTED guidelines (financial, logistics, administration, monitoring & evaluation); - Supervise program budgets and evaluate financial program effectiveness; - Management and supervision of ACTED's food security programs and their timely implementation according to financial and programmatic frame, including day-to-day responsibilities of program staff; - Undertake an Agriculture and Economic surveys in the four Governorates of intervention (Erbil, Muthanna, Wassit and Thi-Qar); - Develop training methodology on improved agricultural techniques for small farmers and households with kitchen gardens; - Ensure external representation/coordination of ACTED in relevant sectors, including authorities, donors, and other international organizations present in ACTED's areas of intervention; - Build and/or improve systems to supervise and manage the design, implementation, monitoring, and evaluation of programs; - Facilitate program development, through conceptualization, design, proposal and program initiation; - Oversee Project Staff, including regular coordination meetings and appraisals for staff, developing a productive work environment, and assisting in the recruitment process.
IV. Qualifications:
· Graduate degree in agriculture, development studies or a suitable field (or equivalent work experience) required
· At least 2 years of experience in food security and/or agriculture;
· Experience in program management and coordination, experience in the management of Food Security Programs in Iraq and/or the region is an asset;
· Familiarity with the aid system, and ability to understand donor and governmental requirements;
· NGO experience and knowledge of donor guideline requirements (e.g. WFP, OFDA, UN);
· Able to coordinate and manage staff and project activities;
· Ability to work with culturally diverse groups of people;
· Ability to travel and work in difficult conditions and under pressure;
· Excellent communication and drafting skills;
· Strong leadership and teambuilding skills, staff management and capacity building experience;
· Ability to organize and plan effectively;
· Logistical planning and problem-solving skills;
· Highly organized and systems-oriented;
· Excellent written and oral communication skills in English, knowledge of Arabic and/or Kurdish an asset.
V. Conditions:
· Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus
· Additional monthly living allowance
· Free food and lodging provided at the organization's guesthouse/or housing allowance (depending on contract length and country of assignment)
· Transportation costs covered, including additional return ticket + luggage allowance
