بعد العمل بقرار مجلس الأمن المرقم 1612 لسنة 2005 بشكل رسمي في العراق وتشكيل (فريق عمل قطري) يقوم بمهمة جمع منهجي ودقيق وموثوق وآني للمعلومات عن الأنتهاكات الجسيمة المرتكبة ضد الأطفال في أوضاع النزاعات المسلحة وكذلك الأوضاع الأخرى الباعثة للقلق مما يتطلب إلى العمل مع شركاء آخرين من المنظمات الدولية والمحلية والمجتمعات المعنية بالمشكلة لغرض جمع منهجي للأنتهاكات والإبلاغ عنها وإرسالها إلى الفريق المعني لغرض تدقيقها والتأكد من موثوقيتها للتحقق من صحتها وتقديم تقارير مفصلة عنها بغية القيام بالاستجابة للمنهكة حقوقهم من الأطفال.
وبناءً على ذلك تم تدريب ناشطين وأعضاء من منظمات المجتمع المدني من قبل منظمة يونسيف ومنظمة إنقاذ الطفل العالمية في أكثر من برنامج ومناسبة على الآلية المنهجية المتبعة للعمل , لذا تم تكوين كادر متخصص لهذا الغرض يتمتع بألمام ومهارات ومعارف حول الموضوع,
ولغرض أستمرارية وتوسيع العمل بهذا المنهاج وللمساهمة في حماية الأطفال ضمن النزاعات المسلحة بتأريخ 20/ 10/2013 تم تشكيل شبكة آلية الرصد والأبلاغ MRM وتم أنتخاب الهيئة الأدارية وأختيار رئيساً ونائباً لها كمرحلة أولى فعلى المنظمات الراغبة بالانضمام للشبكة أملاء أستمارة طلب الانضمام المرفقة وإرسالها على العنوان البريدي في أدناه لغاية الساعة الرابعة من عصر يوم الأربعاء المصادف 15 كانون الثاني 2014 لغرض مناقشتها في الاجتماع السنوي للشبكة والنظر في قبول الطلبات من عدمها وحسب الضوابط مع التقدير.

تعريف الشبكة:
هي شبكة تطوعية مستقلة تتألف من المنظمات غير الحكومية تتمتع بالشخصية الأعتبارية غير الربحية وتعمل وفق القوانين والأنظمة النافذة لغرض تعزيز وحماية الأطفال ضمن النزاعات المسلحة من خلال رصد حالات الأنتهاكات الواردة في قرار مجلس الأمن 1612 لسنة 2005 عبر الوسائل السلمية في العراق .
أهداف الشبكة :-
1. لرصد وتوثيق انتهاكات حقوق الأطفال ضمن النزاعات المسلحة الواردة في قرار مجلس الأمن 1612 لسنة 2005 .
2. لتوفير الأستجابة للأطفال الذين تم أنتهاك حقوقهم ضمن النزاعات المسلحة وفق قرار مجلس الأمن 1612 لسنة 2005 .
3. للمدافعة عن حقوق الأطفال المتضررين ضمن النزاعات المسلحة لدى المؤسسات ذات العلاقة .
4. لتوعية المجتمع بثقافة حقوق الاطفال بشكل عام ضمن اتفاقية حقوق الطفل لعام 1989 وحقوق الإنسان بشكل عام وتتأسس هذه الثقافة على أساس الشرعة الدولية .
5. للزيادة المعرفية والمهاراتية للمؤسسات الحكومية وغير الحكومية حول قرار مجلس الأمن 1612 لسنة 2005 .
شروط العضوية:_
1- أن تكون المنظمة مستقلة ومسجلة في العراق وفق قانون رقم 12 لسنة 2010.
2. أن تتفق أهداف المنظمة مع أهداف ومبادئ الشبكة .
2. أن تقبل المنظمة بالنظام الداخلي للشبكة كتابة.
3. توصية عضوين من الأعضاء العاملين في الشبكة للعضو الذي يطلب الانضمام .
4. ملىء الأستمارة المعدة للأنضمام للشبكة.
5. أن يرشح عضو من المنظمة ممثلاً لها لدى الشبكة ويشترط فيه مايلي:
- أن يكون عراقي الجنسية أو مقيم في العراق .
- أكمل الثامنة عشر من العمر وكامل الأهلية .
- أن يقبل بالنظام الداخلي للشبكة كتابة.
- ان يكون حسن السيرة والسلوك.
- غير محكوم بجنحة مخلة بالشرف او جناية غير سياسية.
آلية الأختيار
1. يتم اختيار المنظمات أستنادا الى معايير خاصة يعتمد عليها من قبل لجنة الأختيار وأستنادا الى الأجابات الواردة في أستمارة الأنضمام للشبكة.
2. يتم أختيار ممثلي المنظمات من كلا الجنسين.
3. سيتم الأتصال بالمنظمات الذين يقع الأختيار عليها بالأنضمام للشبكة
4. مطابقة مواصفات المنظمة المتقدمة للأنضمام للشبكة مع شروط العضوية الواردة في النظام الداخلي .

According to that many had been trained activists and members of civil society organizations by the Organization , UNICEF and Save the Children international in more than one program and is suitable for automated methodology used to work , so it is configured dedicated staff for this purpose has the familiarity and skills and knowledge on the subject ,

The definition of the network:
Is a voluntary network consisting of independent non-governmental organization enjoying legal personality of non-profit and operate according to the laws and regulations in force for the purpose of promotion and protection of children within armed conflicts through the monitoring of cases of violations contained in Security Council resolution 1612 of 2005, through peaceful means in Iraq.
The objectives of the network:
1. For monitoring and documenting violations of the rights of children within armed conflict contained in Security Council resolution 1612 of 2005 .
2. Response to provide for children who had been a violation of their rights within the armed conflicts in accordance with the Security Council resolution 1612 of 2005 .
3. To advocate for the rights of children affected by armed conflict within the relevant institutions.
4. To educate the community culture of children's rights in general within the Convention on the Rights of the Child in 1989 and human rights in general, and this culture is based on the basis of the International Bill.
5. To increase knowledge and Marathi for government institutions and non- governmental organizations on the Security Council resolution 1612 of 2005.
Rules of membership:
1 - To be an independent organization and registered in Iraq, according to Law No. 12 of 2010.
2. The organization's goals are consistent with the objectives and principles of the network.
3. The Organization must accept the rules of procedure for the network type .
4. Recommendation of two members of the staff members in the network by requesting to join.
5. Fill in the form prepared to join the network.
6 . To nominate a member of the organization as its representative to the network and is subject to the following:
To be of Iraqi nationality or resident in Iraq.
Completed eighteen years of age and fully competent.
To accept the rules of procedure for the network.
Be of good behavior.
Not convicted of a misdemeanor involving moral turpitude or a felony non-political .
Selection mechanism
1. Organizations willselect based on specific criteria relied upon by the selection committee and based on the answers contained in the entry form for the network.
2. The selection of representatives of organizations of both sexes.
3. Connecting who will be chosen to join the network
4. Matching specifications developed organization to join the network with the membership conditions contained in the rules of procedure.
