International monitoring of the elections a necessity

It is expected that the parliamentary and presidential elections as well as the referendum on constitutional amendments will be held under a state of political polarization since the outbreak of the revolution of the thirtieth of June 2013, which resulted in the isolation of the former President Dr. Mohamed Morsi, and starting the process of amending the constitution of 2012 and dissolving the Shura Council.
Thus, questioning the results of the electoral process would be expected from some parties that may not achieve the desired results in the elections. Accordingly, the participation of voters, candidates and parties will be subject to the guarantees that will be provided for the electoral process, and most importantly the national and international monitoring over the electoral process.
"The Popular Monitoring over the Transitional Period Network" considers it necessary for the government to open doors for reputable international monitoring organizations, whether those organizations are non-governmental, foreign governmental organizations or the United Nations.
The network highlights that the United Nations requires a number of conditions in order to accept the task of electoral monitoring, such as receiving a formal request from the State concerned, and the presence of support of a wide range of domestic public opinion for the participation of the United Nations, and the presence of advance inclusive participation by the United Nations. These conditions can only be met if we approach the United Nations soonest as the time requirement is our only challenge.
In case the United Nations did not accept the duty due to time pressures, the initiative of the Egyptian government itself will encourage other foreign governmental and non- governmental organizations to participate in monitoring the electoral process in Egypt. This will manifest the integrity and transparency of the government in Egypt in the management of the electoral process.
The network's call corresponds with the statements that emerged from the political and military powers in Egypt that welcomed international monitoring on the electoral process. This was clearly obvious in the dialogue of Abdel Fattah Al-Sisi in the Washington Post last July as well as in his speech on July 3, 2013 during which he reviewed the arrangements of the road map.
It is worth mentioning that the "The Popular Monitoring over the Transitional Period Network" is founded by Maat Foundation for Peace, Development and Human Rights in the context of expanding people's supervision over the elections. The network monitors the procedures during the transitional phase, including the amendment to the constitution, and the parliamentary, presidential, and local elections, in addition to monitoring the status of political participation and protection of the right to form peaceful gatherings and other issues associated with the transitional phase. In addition, the network provides consultancy based on the standards of human rights and good governance in transitional period.

" شبكة الرقابة الشعبية على المرحلة الانتقالية " تؤكد
الرقابة الدولية على الانتخابات ضرورة لازمة

من المتوقع أن تجرى الانتخابات البرلمانية والرئاسية فضلا عن الاستفتاء على التعديلات الدستورية القادمة في ظل حالة استقطاب سياسي حادة يعيشها المجتمع المصري من بعد ثورة الثلاثين من يونيه 2013 التي تم على إثرها عزل الرئيس السابق الدكتور محمد مرسي والانخراط في عملية تعديل دستور 2012 وحل مجلس الشورى .
ومن ثم فإن التشكيك في نتائج العملية الانتخابية سيكون واردا من بعض الأطراف التي قد لا تحقق النتائج المرجوة لها في الانتخابات ، فضلا عن أن مشاركة الناخبين والمرشحين والأحزاب ستكون مرهونة بالضمانات التي سيتم توفيرها للعملية الانتخابية ، ومن أهم هذه الضمانات هو الرقابة المحلية والدولية على العملية الانتخابية .
من هنا فإن "شبكة الرقابة الشعبية على المرحلة الانتقالية" ترى أنه من الضروري ان تعمل السلطة الحاكمة من الآن على إعداد العدة لفتح الأبواب أمام منظمات الرقابة الدولية ذات السمعة المحترمة سواء تلك المنظمات غير الحكومية ، أو المنظمات الحكومية الأجنبية أو حتى منظمة الأمم المتحدة ذاتها .
وتلفت الشبكة النظر إلى أن الأمم المتحدة تشترط توافر عدد من الشروط لكي تقبل مهمة المراقبة الانتخابية مثل تلقى طلب رسمي من الدولة المعنية، ووجود دعم عريض من الرأي العام المحلى لمشاركة الأمم المتحدة، ووجود وقت مسبق كاف للمشاركة الشاملة من جانب الأمم المتحدة ، وهي شروط يمكن استيفائها لو تمت مراسلة الأمم المتحدة من الآن (شرط الوقت الكافي هو التحدي الوحيد) .
وحتى لو لم تقبل الأمم المتحدة المهمة نظرا لضغوط الوقت ، فإن مبادرة الحكومة المصرية بذلك سيكون محفزا لمنظمات أجنبية أخرى حكومية أو غير حكومية للإقبال على مراقبة العملية الانتخابية في مصر ، كما سيمثل تعبيرا عن التزام السلطة الحاكمة في مصر بالشفافية الكاملة في إدارة العملية الانتخابية .
إن ما تدعو إليه الشبكة يتوافق مع تصريحات وإشارات متعددة خرجت من أقطاب السلطة السياسية والعسكرية في مصر خلال المرحلة الماضية رحبوا خلالها بمراقبة المنظمات الدولية على العملية الانتخابية ، وهو ما ظهر جليا في حوار الفريق عبد الفتاح السيسي في صحيفة الواشنطن بوست في شهر يوليو الماضي وكذلك في خطابه الذي ألقاه في 3 يوليو 2013 والذي استعرض خلاله ترتيبات خارطة الطريق .
الجدير بالذكر أن " شبكة الرقابة الشعبية على المرحلة الانتقالية " أسستها مؤسسة ماعت للسلام والتنمية وحقوق الإنسان في إطار توسيع برنامج الرقابة الشعبية على الانتخابات العامة ، وتعمل الشبكة على مراقبة كل إجراءات المرحلة الانتقالية بما فيها من تعديل للدستور ، انتخابات متعددة ( برلمانية – رئاسية – محلية ) ، فضلا عن مراقبة حالة المشاركة السياسية وضماناتها ، وحق التجمع السلمي وإجراءات حمايته وغيرها من القضايا المرتبطة بالمرحلة الانتقالية ، بالإضافة لذلك فإن الشبكة تقدم المشورة المبنية على معايير حقوق الإنسان والحكم الرشيد في القضايا المرتبطة بالمرحلة الانتقالية .
