التقرير السنوي الخامس لمركز القاهرة حول حالة حقوق الإنسان في العالم العربي لعام 2012

يتشرف مركز القاهرة لدراسات حقوق الإنسان بدعوتكم لحضور المؤتمر الصحفي الخاص بإطلاق التقرير السنوي الخامس للمركز حول حالة حقوق الإنسان في العالم العربي، وذلك يوم الخميس 16 مايو، في تمام العاشرة والنصف صباحًا بمقر المركز الكائن في 21 شارع عبد المجيد الرمالي (فهمي) باب اللوق، أمام الغرفة التجارية، الدور السابع، شقة 71(مرفق).

يعرض تقرير هذا العام حالة حقوق الإنسان في 12 دولة عربية، بالإضافة إلى مصر، ويولي اهتمامًا خاصًا بالانتهاكات الجسيمة المُرتكَبة من قبل أطراف غير تابعة للدولة، والتي ازدادت بشكل خاص في البلدان التي تعيش أوضاعًا انتقالية غير مستقرة، يعززها الانفلات أو الغياب الأمني، وسعي بعض فصائل الإسلام السياسي لفرض سطوتها السياسية على الخصوم، فضلاً عن نزوع بعض الأطراف لاستخدام العنف لمواجهة القمع الحكومي، أو الجماعات المؤيدة للنظام. يتضمن التقرير أيضًا تحليلاً لدور الجامعة العربية خلال العام المنصرم إزاء التغيرات الجذرية التي تشهدها معظم البلدان العربية، وقراءة مفصلة لـ "أزمة العدالة الانتقالية في إطار الربيع العربي"، لاسيما في مصر وما تشهده من أزمات تتعلق بإيجاد عدالة انتقالية تضمن تحولاً واضحًا عن الممارسات القمعية من جانب الدولة، وعدم إفلات كبار المسئولين من العقاب عن تلك الممارسات.
خصص التقرير فصلاً مستقلاً بعنوان "طغيان الأغلبية..الإسلاميون وإهدار حقوق الإنسان"، يتناول هذا الفصل بالتقييم أداء جماعة الإخوان المسلمين وحزبها السياسي "الحرية والعدالة"، و"حزب النور" أحد أحزاب التيار السلفي في مصر، وحزب حركة "النهضة" في تونس، وذلك من خلال تحليل مواقف تلك الأحزاب وبرامجها وممارساتها العملية من منظور المعايير العالمية لحقوق الإنسان.

The Cairo Institute for Human Rights Studies (CIHRS) is pleased to invite you to attend a press conference on the launch of its 5th annual report on the situation of human rights in the Arab region, to be held Thursday, 16 May 2013, at 10:30 AM at the offices of CIHRS at 21 Abdel Magid al-Ramally Street - formerly Fahmy Street - 7th floor, next to the Chamber of Commerce in Bab El Louq, Cairo (attached).

This year's annual report evaluates the situation of human rights in Egypt and 12 other Arab countries, including a review of the increasing violations committed by non-state actors in the countries undergoing political transitions. The report examines how rights violations have been exacerbated by the instability which has accompanied these transitions as well as by the pursuit of some factions of political Islam to impose their influence on the transitional periods and to suppress their political opponents. Furthermore, the report records how some parties have resorted to the use of violence in response to repression exerted either by the government or by supporters of the new regimes. Also included is an analysis of the role of the Arab League during the last year and the positions it has adopted regarding the radical changes taking place in the many Arab countries, along with a detailed reading on the crisis facing the chances for transitional justice in the context of the Arab Spring, using Egypt as a case study of of one country in which significant challenges have obscured changes for establishing transitional justice mechanisms and for ensuring a clean break with the repressive state practices of the past.
The report also devotes a full chapter, entitled "Tyranny of the Majority: Islamists and the Erosion of Human Rights," to evaluating the performance of Islamists since coming to power from a perspective of universal human rights standards. This chapter considers the positions, programs, and practices of the Muslim Brotherhood and its political party in Egypt, the Freedom and Justice Party, other Salifist parties such as the Nour Party in Egypt, and the Ennahda movement in Tunisia.
