Press Freedom Advocacy Association call,  "the media and communications to " reopen  "Radio Faculty of Information " and exempt from the fees it spectrum to be used for training purposes.

The security forces sealed off the radio last week, on the orders of  "the media and communications " and without judicial orders.

The director of Radio Faculty of Information Ziaa Mustafa, to the Press Freedom Advocacy Association that "radio shut down a decision from the media and communications though its used to train and develop students' skills ", noting that " the Faculty of Information called for the media and communications exempting radio from the wages of the spectrum Radio as a non-profit subsidiary of the Ministry of Higher Education .

He pointed out that the "Student media after hearing the sad news staged a protest, condemning the decision of closing, and the demands of the reopening of Radio ", indicating that the "Radio was founded in 2008, and holds a license broadcast official to wave AM, and has a leaf request formal approvals initial Of the media and communications

And reflected to the Association deeply concerned about the exploitation of "the media and communications", to blur some of the laws and administrative orders issued by the authority of the previous coalition, without relying on the core of the Iraqi constitution in force which guarantees freedom of the press, printing, advertising, media and publishing the Article 38, It also prevented the Article 46 of the Constitution, any restriction on the exercise of that freedom the Association insisted of the invalidity of all closure orders issued by the Authority without obtaining the approval of the

Iraqi judiciary, and prepared by the personal efforts in violation of the law, giving the right to the media damaged or organizations defending freedom of expression in the prosecution of  "the media and communication .

جمعية الدفاع عن حرية الصحافة تطالب "هيئة الاعلام ولاتصالات " بإعادة فتح اذاعة  كلية الاعلام

بغداد /  30 تشرين الثاني 2013

تطالب  جمعية الدفاع عن حرية الصحافة ، "هيئة الاعلام والاتصالات" بإعادة فتح  "إذاعة كلية الاعلام " واعفائها من رسوم الطيف الترددي لإنها تستخدم لإغراض التدريب . 

وكانت الاجهزة الامنية اغلقت الاذاعة الاسبوع الماضي  بناءً على أوامر صدرت من "هيئة الاعلام والاتصالات" ومن دون أوامر قضائية .

وأكد مدير اذاعة كلية الاعلام ضياء مصطفى ، لجمعية الدفاع عن حرية الصحافة أن " الاذاعة اغلقت بقرار من هيئة الاعلام والاتصالات على الرغم من انها تستخدم  للتدريب وتطوير مهارات الطلبة "، مبينا أن "كلية الاعلام طالبت هيئة الاعلام والاتصالات باعفاء الاذاعة من اجور الطيف الترددي باعتبارها اذاعة غير ربحية وتابعة لوزارة التعليم العالي ".

وأشار الى أن "طلبة الاعلام بعد سماعهم الخبر المحزن نظموا وقفة احتجاجية ، لادانة قرار الغلق ، وللمطالب بإعادة فتح الاذاعة "، مبينا  ان " الاذاعة  تأسست عام 2008 ، وحاصلة على اجازة بث رسمية على موجةAM ، ولديها أوراق طلب رسمية وموافقات أولية من هيئة الاعلام والاتصالات " .

وتعبر جمعية الدفاع عن حرية الصحافة عن قلقها الشديد من أستغلال "هيئة الاعلام والاتصالات " ، لضبابية بعض القوانين والاوامر الادارية الصادرة من سلطة الائتلاف السابقة ، من دون الإعتماد على جوهر الدستور العراقي النافذ الذي كفل حرية الصحافة والطباعة والإعلان والإعلام والنشر في المادة 38 منه ، كما  منعت المادة 46 من الدستور أي تقييد لممارسة تلك الحرية . وتصّر الجمعية  على بطلان جميع اوامر الاغلاق التي صدرت من الهيئة من دون الحصول على موافقة  القضاء العراقي ، وتعدها أجتهادات شخصية مخالفة للقانون ، ما يمنح الحق لوسائل الاعلام المتضررة أو المنظمات المدافعة عن حرية التعبير في مقاضاة "هيئة الاعلام والاتصالات ".
